Founded by the Chinese Academy of engineering, Yao Mu Ren, director of editorial board, Dr. Shi Mei Wu, director general of the Quartermaster Equipment Research Institute of the General Logistics Department, served as deputy executive director. A total of 69 experts and scholars were appointed as members of the editorial board.
